Overview:
German Ministry of Cooperation and the European Trust Fund, in partnership with the Libyan Ministry of Local Governance, the General Secretariat of the Supreme Council for Local Administration The project “Support to Municipalities in Libya – Phase II” is a joint initiative between the, and the Center for Decentralization and Local Development Support.
The project covered 30 Libyan municipalities and aimed to enhance local governance and support decentralization efforts by creating a more inclusive and stable social and economic environment.
Role of Moomken Organization:
Moomken Organization, in partnership with GIZ and Edmaj Organization, played a pivotal role in monitoring and evaluation. It provided objective and accurate data to stakeholders and the steering committee, enabling a comprehensive assessment of the project’s performance.
Objective:
To support the decentralization process and improve local governance performance in 30 Libyan municipalities, in pursuit of a more inclusive and stable local environment.
Key Results:
- Conducted 37 interviews (both remote and in-person) across three regions in Libya despite mobility challenges.
- Provided evidence to assess the efficiency of the project and its contribution to local governance and decentralization reforms.
- Delivered practical recommendations to improve the sustainability of the project’s results and guide Phase III of the program.
Main Activities:
- Conducting field and remote evaluation interviews in various regions.
- Supporting partners and the steering committee in monitoring and evaluation.
- Documenting lessons learned and proposing future development pathways for the program.
